Sheriff Normand was born in 1958 in Los Angeles, California. By 1960, his family moved to Jefferson Parish, Louisiana.
After graduating from Jesuit High School, he attended the University of New Orleans and graduated with a Bachelor of Science Degree in business Administration. Normand continued his education and earned a law degree (Juris Doctor) from Tulane Law School. The Sheriff started his law enforcement career in 1977 with the Orleans Parish Criminal Sheriff’s Office and began working for Sheriff Harry Lee in 1980. Normand is a graduate of the prestigious FBI National Academy and the FBI National Executive Institute.
Normand was named Chief Financial Officer of the JPSO in 1994. A year later, because of his outstanding skills as an attorney and an administrator, Normand was appointed Chief Criminal Deputy. As both the Chief Financial Officer and the Chief Criminal Deputy at the JPSO, Normand oversaw both the criminal law and the administrative side of the Sheriff’s Office as well as the civil and financial side of the operation. |
Since becoming Sheriff in October 2007, Normand has restructured the department and instituted more pro active patrols throughout Jefferson Parish. He has provided his officers with a number of crime fighting technologies that has helped reduce crime by 13.6% in 2010 which compares to the lowest number of reported crimes since 1974. |
Sheriff Normand has proven to be an effective leader of the Jefferson Parish Sheriff’s Office as well as a leader in our community. Sheriff Normand’s “holistic approach” of fighting crimes, reducing blight, and mentoring our youth has not only demonstrated his dedication to our community but makes our community a better and safer place to live and raise a family.

Normand has partnered with Parish Code Enforcement Officials to fight blight in our community. As a result, some 284 structures have been demolished. Sheriff Normand has also reached out to the clergy in the community to form after school care programs as well as other mentoring programs that includes the Jefferson Parish Sheriff’s Office Cops and Clergy Band of Excellence. This band provides tutoring for our youth as well as a mentoring program through a medium that all kids enjoy. Music!

Sheriff Normand is married to Shawn Bridgewater and has two children – John Taylor and Sarah. He currently resides in Metairie.
